## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON JUNE 17, 2002 AT 09:00, MR. TIM HUFF CHIEF INSPECTOR OF VANGUARD AIRLINES NOTIFIED THIS OFFICE, THAT ON JUNE 16, 2002 AT 20:30 HOURS AFTER BEING CALLED OUT TO AIRCRAFT N140NJ FOR A REPORTED APU WOULD NOT START ON LANDING. MAINTENANCE PERSONNEL DISCOVERED SUBSTANTIAL DAMAGE TO THE TAILSKID BUMPER AREA OF THE AIRCRAFT REQUIRING MAJOR STRUCTURAL REPAIR. FLIGHT CREW REPORTED NO INDICATION OR AWARENESS OF THE DAMAGE. DUE TO THE NEED FOR MAJOR STRUCTURAL REPAIR TO THE AFFECTED AREA THIS MEETS THE REQUIREMENT FOR AN AIRCRAFT ACCIDENT. VANGUARD FLT 313 FROM ORLANDO TO KANSAS CITY ARRIVED AT MCI AT APPROXIMATELY 20:30. THE NTSB NOTIFIED THIS OFFICE ON 07/30/2002 CONFIRMING THE DFDR SHOWS THIS DAMAGE HAPPENED ON LANDING OF FLIGHT 313. ^PRIVACY DATA OMITTED^ THIS ACCIDENT INVESTIGATION IS CONSIDERED CLOSED.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB CHI02LA170](https://openairdocs.org/ntsb/CHI02LA170), Jun 17, 2002: McDonnell Douglas DC-9-82 (N140NJ), Kansas City, MO, substantial damage. Probable cause: The inadequate flare by the flying pilot and the remedial action not performed by the company check airman.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
