## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(.19) ON AUGUST 10, 2002, APPROXIMATELY 1000 CENTRAL DAYLIGHT TIME, AN AERO COMMANDER CALLAIR A-9B SINGLE-ENGINE, SINGLE SEAT, TAILWHEEL EQUIPPED AIRPLANE, N7718V, WAS SUBSTANTIALLY DAMAGED DURING FINAL APPROACH TO RUNWAY 8 AT THE WEST TEXAS AIRPORT NEAR EL PASO, TEXAS. THE AIRPLANE WAS REGISTERED TO AND OPERATED BY THE EL PASO SOARING SOCIETY OF EL PASO. THE COMMERCIAL PILOT, SOLE OCCUPANT OF THE AIRPLANE, WAS NOT INJURED. VISUAL METEOROLOGICAL CONDITIONS PREVAILED, AND A FLIGHT PLAN WAS NOT FILED FOR THE 14 CODE OF FEDERAL REGULATIONS PART 91 LOCAL FLIGHT. THE PERSONAL FLIGHT ORIGINATED FROM THE WEST TEXAS AIRPORT APPROXIMATELY 0950. THE PILOT REPORTED THAT HE HAD RECEIVED 10-12 HOURS OF DUAL INSTRUCTION IN A TAILWHEEL EQUIPPED AIRPLANE DURING THE PREVIOUS 30 DAYS. HE WAS PERFORMING A SERIES OF TAKEOFF AND LANDINGS TO MEET THE INSURANCE REQUIREMENTS FOR TOWING GLIDERS IN THE CALLAIR. DURING THE SECOND APPROACH, HE PERFORMED A SLIP, STALLED THE AIRPLANE, AND STRUCK THE TERRAIN HARD. THE AIRPLANE VEERED TO THE RIGHT SIDE OF RUNWAY 8, EXITED THE RUNWAY, AND STRUCK A FENCE. THE WIND WAS FROM THE SOUTH-SOUTHEAST AT 7-10 KNOTS. EXAMINATION OF THE AIRPLANE BY THE FAA INSPECTOR, WHO RESPONDED TO THE ACCIDENT SITE, REVEALED THAT BOTH WINGS AND THE FIREWALL WERE STRUCTURALLY DAMAGED. (-23) MR. KENNEDY WAS GETTING THE 10 TAKEOFFS AND LANDINGS THAT WAS REQUIRED BY THE INSURANCE COMPANY BEFORE HE COULD TOW GLIDERS FOR THE EL PASO SOARING SOCIETY, THE OWNERS OF THE AIRCRAFT. HE STATED THE WIND WAS OUT OF THE SSW AT 7-10 KNOTS. HE WAS ON HIS SECOND LANDING AND WAS ATTEMPTING TO CORRECT FOR A CROSSWIND. HE STATED THAT THE WIND PICKED UP AND HE ENCOUNTERED SINK. HE STATED THAT HE ADDED POWER BUT THAT THE AIRCRAFT BOUNCED ON THE RUNWAY AND HE LOST CONTROL. HE DEPARTED OFF TO THE RIGHT SIDE OF THE RUNWAY AND WENT THROUGH A FENCE AND CAME TO REST IN SAND DUNES. THERE WERE NO INJURIES.

## The NTSB's investigation of this event (1)
