## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON OCTOBER 17, 2002, AT 1100CDT, A CESSNA CE-150M, N704KT, EXECUTED A FORCED LANDING ON A NEW/CLOSED/UNFINISHED SECTION OF INTERSTATE I-440 APPROXIMATELY 10 MILES NORTH OF LITTLE ROCK, AR. THE AIRCRAFT'S ENGINE STOPPED WHEN IT HAD CONSUMED ALL ITS FUEL WHILE BEING VECTORED FOR LANDING AT LIT. THE PRIVATE PILOT WAS NOT INJURED AND THE AIRPLANE DID NOT SUSTAIN ANY DAMAGE. THE AIRCRAFT WAS BEING OPERATED AS A PERSONAL FLIGHT UNDER 14 CFR PART 91 WHEN THIS INCIDENT OCCURRED. THE FLIGHT ORIGINATED AT HAMMOND, LA, AND THE DESTINATION WAS LITTLE ROCK (LIT), ARKANSAS. VISUAL METEOROLOGICAL CONDITIONS PREVAILED AT THE TIME AND A VFR FLIGHT PLAN HAD BEEN FILED. AFTER INTERVIEWING THE PILOT AND LATER, THE OWNER OF THE AIRPLANE, IT WAS DETERMINED THAT THE PILOT HAD ATTEMPTED TO ARRIVE AT LIT SOONER BY USING A HIGHER POWER SETTING THAN HE HAD PLANNED ON, RESULTING IN A HIGHER FUEL FLOW RATE. THE FLIGHT ALSO ENCOUNTERED 10-12 KNOT HEADWINDS, ACCORDING TO THE PILOT.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
