## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) CFR HENRY JOHN CULLEN (410479581) GAVE STUDENT 0.4 HOUR DUAL INSTRUCTION, PRIOR TO ENDORSING HIS STUDENT PILOT CERTIFICATE FOR SOLO AND EXITED THE HELICOPTER. STUDENT LIFTED OFF LEFT SKID FIRST, HAD DIFFICULTY STABILIZING THE AIRCRAFT IN A HOVER AND LANDED HARD. THE AFT END OF THE LEFT SKID WAS SHEARED, THE AFT ROTOR BLADE STRUCK THE GROUND AND THE TAIL SKID WAS SHEARED. THE STUDENT PILOT WAS NOT INJURED. A REVIEW OF THE STUDENT PILOT'S TRAINING RECORD INDICATED HE HAD RECEIVED ALL REQUIRED TRAINING AND TESTING PRIOR TO SOLO. CFI HAD DISCUSSED WITH STUDENT CHANGE IN WEIGHT AND CENTER OF GRAVITY AND CHANGE IN LATERAL BALANCE TO BE ANTICIPATED WHEN STUDENT WAS SOLO. ROTORCRAFT RATED INSPECTOR DISCUSSED TRAINING PROCEDURES AND TECHNIQUES WITH CFI. NO FURTHER ACTION DEEMED NECESSARY.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
