(-23) "INDUSTRIAL INCIDENT-NO INTENT TO FLY". MR. SMALL WAS TURNING THE PROPELLER TO LUBRICATE THE ENGINE. THE AIRCRAFT ENGINE STARTED WITH NO ONE AT THE CONTROLS AND THE AIRCRAFT RAN INTO A HANGAR. MR. SMALL WAS PREPARING THE AIRCRAFT FOR FLIGHT, HE WAS NOT THE PILOT.
