## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) PRELIMINARY REPORT WAS OF A SUDDEN LOSS OF ENGINE POWER WHILE AIRCRAFT WAS TRANSITIONING FROM THE ENVIRONS OF STOCKTON, CA TO LATHROP, CA FOR PHOTOGRAPHIC OPERATION. AIRCRAFT WAS BEING OPERATED BY PILOT RORE, OPERATING THE AIRCRAFT FROM THE RIGHT HAND SEAT. SUBSEQUENT INTERVIEW WITH PILOT, AND EXAMINATION OF THE AIRCRAFT REVEALED THE FOLLOWING: PILOT RORE STATED THE ENGINE SUDDENLY STOPPED OPERATING AS HE WAS ENTERING A LEFT HAND TURN, AT PAPPROXIMATELY 3,000FT. AGL. ATTEMPTS TO RESTART THE ENGINE WERE WITHOUT SUCCESS. UPON FURTHER QUESTIONING, PILOT RORE STATED HE PRE-FLIGHTED THE AIRCRAFT, AND TOOK-OFF WITH TWO PASSENGERS TO CONDUCT AERIAL PHOTOGRAPHY AT APPROXIMATELY 1117 HRS. DEPARTURE WAS NORMAL, AND FLIGHT PROCEEDED OVER AN AREA OF STOCKTON WHERE AERIAL PHOTOGRAPHY WAS TO TAKE PLACE. CLOUDS COVERED THE AREA OF INTEREST, SO THE PILOT AT THE REQUEST OF HIS PASSENGER PHOTOGRAPHER, PROCEEDED TOWARDS LATHROP, CA WHERE OTHER AREAS WERE TO BE PHOTOGRAPHED. DURING THIS OPERATION, THE ENGINE SUDDENLY STOPPED. PILOT RORE STATES EMERGENCY PROCEDURES WERE EMPLOYED. PILOT STATED VERBALLY THAT RESTART ATTEMPTS WERE UNSUCCESSFUL. AN EVENTUAL EMERGENCY LANDING WAS MADE ON A PASTURE.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB LAX03LA089](https://openairdocs.org/ntsb/LAX03LA089), Feb 16, 2003: Cessna T210L (N5089V), Stockton, CA, substantial damage. Probable cause: fuel starvation due to the pilot's mismanagement of the fuel supply and failure to verify the fuel quantity on board at departure.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
