## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) THE MINNEAPOLIS FSDO RECEIVED A CALL FROM THE REDWOOD COUNTY LAW ENFORCEMENT CENTER ON 03-18-2003, INFORMING US THAT AN AIRCRAFT HAD LANDED ON MINNESOTA STATE HIGHWAY 71 AT APPROXIMATELY 1400 HOURS LOCAL TIME ON 03-16-2003. THE PILOT OF N2378B INFORMED THE SHERIFF'S DEPUTY THAT HE HAD TO MAKE AN EMERGENCY LANDING ON HIGHWAY DUE TO DETERIORATING WEATHER CONDITIONS. THE PILOT ALSO INDICATED THAT HE NEARLY HIT A CAR ON THE ROAD WHILE HE WAS LANDING. THE PILOT LANDED ON THE HIGHWAY AND TAXIED INTO A DRIVEWAY AT A RESIDENCE. THE DEPUTY ESTIMATED THE VISIBILITY AT THE TIME OF THE LANDING TO BE LESS THEN ONE QUARTER OF A MILE DUE TO DENSE FOG. N2378B OPERATED WITHIN THE CLASS ECHO SURFACE AREA OF REDWOOD FALLS, MINNESOTA DURING HIS APPROACH AND LANDING, WHILE THE WEATHER WAS BELOW THE MINIMUMS FOR VISUAL FLIGHT RULES. THIS IS A VIOLATION OF 14 CFR 91.155(A),(C)&(D)(1). THE WEATHER AT REDWOOD FALLS, MINESOTA, AT THE TIME OF N2378B'S FLIGHT WAS: CEILING OF 100 FEET OVERCAST, VISIBILITY OF ONE-HALF OF A MILE IN FOG, WITH THE TEMPERATURE/DEWPOINT AS 07/07 DEGREES CELSIUS, RESPECTIVELY.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
