## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) NON-CERTIFICATED PILOT DEPARTED WOODS FIELD IN HANOVER COUNTY VA OPERATING AN UNREGISTERED AND NON-CERTIFICATED AIRCRAFT. ON INITIAL CLIMB OUT, THE ENGINE STOPPED RUNNING. HE MADE AN EMERGENCY LANDING IN A NEARBY WINTER WHEAT FIELD. DURING ROLL OUT, THE AIRCRAFT FLIPPED OVER IN THE TALL GRASS CAUSING SUBSTANTIAL DAMAGE. THE PILOT RECEIVED A MINOR BRUISE ON HIS FOREHEAD. THE VIRGINIA STATE POLICE RESPONDED ON SITE, CONTACTED LEESBURG FSS TO REPORT THE ACCIDENT. FAA SHIFT SUPERVISOR INTERVIEWED PILOT AND WAS ADVISED THE AIRCRAFT WAS AN ULTRA LIGHT OPERATING UNDER 14 CFR PART 103 AND THERE WAS NO FURTHER FAA INVOLVEMENT REQUIRED. TV NEWS ACCOUNT ON 04/21/03 ALERTED FAA INSPECTORS OF THIS ACCIDENT, WHICH IN TURN, PROMPTED A CALL TO THE VA STATE POLICE TO CONFIRM. EXAMINATION OF THE AIRCRAFT AT OWNERS PLACE OF BUSINESS DETERMINED IT DID NOT MEET THE PART 103. THE FUEL CAPACITY EXCEEDED 5 GALLONS, AND THE AIRCRAFT WAS OF WOOD AND FABRIC CONSTRUCTION, WEIGHING IN EXCESS OF 440 POUNDS AND THE STALL SPEED WAS HIGHER THAN 24 KNOTS. THE PILOT PURCHASED THE AIRCRAFT FULLY ASSEMBLED AND DID NOT KNOW THE SPECIFIC REQUIREMENTS OF PART 103. HIS INTENTION WAS TO OPERATE THIS AIRCRAFT AS AN ULTRA LIGHT.

## NTSB investigation

None matched to this report by aircraft and date. Search the NTSB's own records: https://data.ntsb.gov/carol-main-public/basic-search

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
