## Narrative

(-23) CHAMPLAIN AIRLINES DBA: COMMUTAIR FLIGHT 8728 WAS CHOCKED AT GATE D25 AT CLEVELAND HOPKINS INTL. AIRPORT. AFTER THE CABIN DOOR CLOSED AND THE RIGHT (#2) ENGINE BEGAN ROTATION AND PRIOR TO BRAKE RELEASE, A BAGGAGE CART BEING TOWED BY A TUG IMPACTED THE RIGHT WINGTIP, IMBEDDING INTO THE FIBERGLASS AFT OF THE NAV LIGHT FACILITY 4-6 INCHES. THE AIRCRAFT, WITH 13 PASSENGERS AND FULL FUEL, PIVOTED TO THE RIGHT. THE MARSHALLER, SEEING THE POTENTIAL, HAD SIGNALLED THE PILOT TO ABORT AS THE CART NEARED THE AIRPLANE. THE NOSE WHEEL LEFT A 4 1/2 FOOT SKID MARK ON THE PAVEMENT. THE MAIN WHEELS MOVEDLESS THEN 2 FEET. AN FAA INSPECTOR ON THE RAMP WITNESSED THE EVENT. THE TUG DRIVER STATED SHE WAS UNHURT. THE INSPECTOR WAS NOT AWARE OF PASSENGER INJURY COMPLAINTS AT DEPLANING BUT 15-30 MINUTES AFTER THE EVENT A PASSENGER WHO HAD BEEN ON BOARD COMPLAINED OF NECK PAIN. THE AIRLINE STATED THEY WERE CHECKED BY PARAMEDICS AND REQUIRED NO MEDICAL CARE. THE MARSHALLER PROCEDURES OBSERVED BY THE INSPECTOR WERE SATISFACTORY. THE INSPECTOR ESTIMATED THE SPEED OF THE CART AS IT APPROACHED THE AIRCRAFT AS 12-14 MPH. AIR CARRIERS MAINTENANCE VERIFIED DAMAGE LIMITED TO WINGTIP, NAV LIGHT, AND NAV LIGHT POWER SUPPLY.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
