## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) THIS WAS AN EXPERIMENTAL FLIGHT FOR NEWLY CERTIFICATED PRIVATE PILOT. THE PURPOSE WAS FLIGHT TRAINING TOWARDS A COMPLEX/HIGH PERFORMANCE ENDORSEMENT. AFTER COMPLETING AIRWORK, THE INSTRUCTOR CHOSE TO MAKE TOUCH AND GOES AT CREST AIRPARK, A 3,285 FEET X 40 FEET RUNWAY. AFTER THE FIRST LANDING THE FLIGHT INSTRUCTOR POSITIONED THE FLAPS FROM LANDING TO TAKE OFF WHILE THE STUDENT ADDED TAKE OFF POWER. THE PASSENGER NOTED THAT THE FLAPS DID NOT RETRACT WHILE THE AIRCRAFT BECAME AIRBORNE. THE INSTRUCTOR STATED THAT HE "PLAYED WITH THE FLAP LEVER" TO NO AVAIL. THE INSTRUCTOR TOOK CONTROL OF THE AIRCRAFT, LOWERED THE LANDING GEAR AND ABORTED THE TAKE OFF. THE MAIN LANDING GEAR DID NOT FULLY EXTEND PRIOR TO TOUCH DOWN AND THE AIRCRAFT SLID OFF THE END OF THE RUNWAY CAUSING MAJOR DAMAGE TO THE RIGHT HORIZONTAL STABILIZER.
