## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) CONTACTED BY REGIONAL CONTROL CENTER THAT A PILOT, LATER IDENTIFIED AS MR. JOHN KENNARD, HAD LANDED IN A RESIDENTIAL AREA WITHOUT AN EMERGENCY BEING PRESENT. WHILE BEING QUESTIONED BY OFFICERS, MR. KENNARD, SECURED HIS BALLOON AND THEN LEFT THE AREA WITHOUT THE AIRCRAFT REGISTRATION NUMBER BEING RECORDED. CONSULTED WITH LEGAL IN CVG, EILEEN JOHNSON, AND REQUESTED VIDEO REPORT FROM DETECTIVE WARREN TYLER. BASED ON A REVIEW OF THIS VIDEO BY OPERATIONS INSPECTORS, IT DOES NOT APPEAR A VIOLATION CAN BE SUBSTANTIATED FOR OPERATIONS OF THIS TYPE.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
