## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ACCORDING TO SEVERAL WITNESSES, SHORTLY AFTER TAKE-OFF, THE ENGINE WAS MAKING BANGING AND POPPING SOUNDS. THE AIRCRAFT WAS UNABLE TO GAIN ALTITUDE AND THE PILOT SELECTED AN OPEN AREA TO LAND THE AIRCRAFT. DURING THE LANDING ATTEMPT, THE RIGHT WING CONTACTED A SMALL FENCE, CAUSING THE AIRCRAFT TO BE OUT OF CONTROL. THE AIRCRAFT IMPACTED THE GROUND, CAUGHT FIRE AND BURNED. BOTH PERSONS ON BOARD RECEIVED SERIOUS INJURIES, AND THE AIRCRAFT WAS DESTROYED. THE FLIGHT WAS CONDUCTED UNDER 14 CFR PART 91, AND WEATHER WAS NOT A FACTOR. THE PASSENGER LATER DIED OF INJURIES RECEIVED IN THE CRASH.

## The NTSB's investigation of this event (1)
