## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON THE MORNING OF JULY 27, 2003, ^PRIVACY DATA OMITTED^ DEPARTED PASO ROBLES MUNICIPAL AIRPORT IN BEECH BE-35, N912DB, ENROUTE TO LONG BEACH AIRPORT (LGB). WHILE OPERATING IN THE LOS ANGELES SPECIAL FLIGHT RULES AREA THE AIRCRAFT EXPERIENCED A COMPLETE ELECTRICAL FAILURE. HE LOST ALL COMMUNICATION CAPABILITY AND DECIDED TO CONTINUE SOUTH TO HIS DESTINATION OF LGB. IN AN EFFORT TO ALERT THE LGB TOWER HE FLEW TOWARD THE TOWER WAGGING THE AIRCRAFT WINGS BUT HE DID NOT SEE A SIGNAL LIGHT. HE THEN DEPARTED THE LGB AREA AND FLEW OUT OVER THE OCEAN. HE ATTEMPTED TO LOWER THE LANDING GEAR BY MANUALLY ROTATING THE EMERGENCY GEAR EXTENSION HANDLE UNTIL IT STOPPED. HE THEN REENTERED THE LGB NORMAL TRAFFIC PATTERN FOR RUNWAY 25L. AFTER VERIFYING THAT ALL TRAFFIC WAS CLEAR HE LANDED ON RUNWAY 25L. THE AIRCRAFT TOUCHED DOWN AND THEN SKIDDED TO A STOP. THIS WAS HIS FIRST INDICATION THAT THE LANDING GEAR WAS NOT EXTENDED.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
