## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) MR. DAVID ALLEN KADEL WAS THE PILOT AND ONLY OCCUPANT OF A VOLKSPLANE, N493 THAT DEPARTED CONCORIDA, KS, BLOSSER MUNICIPAL AIRPORT FROM RUNWAY 17. MR. KADEL IS THE HOLDER OF A STUDENT PILOT CERTIFICATE AND THE OWNER OF VOLKSPLANE, N493. MR. KADEL HAD NOT FLOWN OR RECEIVED A CHECK OUT IN THIS AIRCRAFT. HE WAS TAXIING THE AIRCRAFT BUT WHEN THE AIRCRAFT BECAME AIRBORNE, THE TAKEOFF WAS CONTINUED. ON DEPARTURE, MR. KADEL LOST CONTROL OF THE AIRCRAFT IN A RIGHT TURN THAT WOULD BE CONSISTENT WITH AN ACCELERATED STALL. EVIDENCE INDICATES THAT THE ENGINE WAS DEVELOPING POWER WHEN THE AIRCRAFT CRASHED ON A HIGHWAY IN A NOSE DOWN AND RIGHT WING LOW ATTITUDE.
