## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) PILOT WAS DOING A FLY-BY AT THE FOREST HILL AIRPORT (MD31). AFTER PASSING THE AIRPORT THE PILOT PULLED THE AIRCRAFT UP AND IT WAS OBSERVED BY SOME WITNESSES TO SHUDDER OR SHAKE AND THE NOSE CAME DOWN. THE AIRCRAFT JUST CLEARED A SHOPPING AREA. IT APPEARS THAT THE AIRCRAFT MAY HAVE STALLED AND THE PILOT LOST CONTROL OF THE AIRCRAFT.
