## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ACCORDING TO PIC, WHILE CONDUCTING SPIN FLIGHT TESTING AT 14000', ON THE PROTOTYPE LANCAIR COLUMBIA 400AIRCRAFT, THE PIC WAS UNABLE TO RECOVER FROM THE THIRD SPIN. HE DEPLOYED THE AIRCRAFTS SPIN CHUTE AND THE AIRCRAFT RECOVERED FROM THE SPIN. PIC THEN ATTEMPTED TO RELEASE THE CHUTE, HOWEVER BOTH THE MECHANICAL AND ELECTRICAL RELEASES FAILED TO OPERATE. PIC ATTEMPTED TO FLY THE AIRCRAFT WITH CHUTE DEPLOYED BUT WAS UNSUCCESSFUL. PIC OPENED DOOR, EXITED AIRPLANE, DEPLOYED PERSONAL CHUTE AT 6500'. AIRCRAFT IMPACTED GROUND AND WAS CONSUMED BY POST CRASH FIRE.
