(-23) ON 09/10/2003 FEDEX FLIGHT 3608 DECLARED AN EMERGENCY DUE TO A FLIGHT CONTROL PROBLEM. THE FLAPS HAD FAILED AT 15 DEGREES. MAINTENANCE PERSONNEL REPLACED BOTH FLAP/SLAT CONTROL COMPUTERS. A MECHANICAL RELIABILITY REPORT WILL BE FILED BY THE OPERATOR IN ACCORDANCE WITH FAR 121.703.
