## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON JULY 1, 2004, ANDREW PETERS REPORTED THAT, DURING AN INSTRUCTIONAL FLIGHT ON OCTOBER 5, 2003 AT THE MOUNRIDGE MUNICIPAL AIRPORT (47K) IN A 1946 LUSCOMBE LL-8-3 BEARING N1567K, THE STUDENT PILOT, SCOTT RANDLE, LOST CONTROL OF THE AIRCRAFT RESULTING IN IT EXITING THE RUNWAY AND STRIKING A FENCE AFTER THE TAILWHEEL MADE CONTACT WITH THE RUNWAY SURFACE. PETERS ALSO STATED THAT, ALTHOUGH THE AIRCRAFT WAS PARTIALLY INVERTED AGAINST THE FENCE, THE DAMAGE WAS MINOR AND WAS NOT REQUIRED TO BE REPORTED PER USB NTSB 830.5. THIS OFFICE LEARNED OF THE INCIDENT AFTER MR. PETERS ADVISED WILLIAM HOYER, CESSNA EMPLOYEE FLYING CLUB MANAGER AND CHIEF PILOT/AVIATION SAFETY COUNSELOR. MR. HOYER IN TURN NOTIFIED THIS OFFICE AS A RESPONSIBILITY OF HIS POSITION AS AN AVIATION SAFETY COUNSELOR.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
