## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) THE PILOT STATED THAT HE HAD DEPARTED THE DARE COUNTY AIRPORT NEAR KITTY HAWK AND WAS RETURNING TO LILLINGTON NEAR FAYETTEVILLE. ON APPROACH TO LILLINGTON HE SELECTED THE GEAR DOWN BUT DID NOT FEEL THE GEAR EXTEND NOR DID HE GET ANY INDICATION LIGHTS. HE THEN NOTICED THAT HE HAD A COMPLETE ELECTRICAL FAILURE. HE USED HIS HANDHELD RADIO TO CONTACT FAY ATC AND REQUEST ASSISTANCE. HE FLEW TO FAY AND ATTEMPTED SEVERAL TIMES TO LOWER THE GEAR WITH THE EMERGENCY EXTENSION SYSTEM. HE CONDUCTED SEVERAL FLY-BYS AT FAY AND DETERMINED THAT THE GEAR WAS ONLY PARTIALLY DOWN. HE THEN LANDED ON RUNWAY 28 AT FAY. ON SITE INVESTIGATION WAS CONDUCTED. OPERATIONAL TESTS CONDUCTED AT A LATER DATE BY MAINTENANCE FACILITY COULD NOT DUPLICATE LANDING GEAR NORMAL OR EMERGENCY EXTENSION MALFUNCTION. THE ELECTRICAL SYSTEM WAS NOT TESTED DUE TO THE CONDITION OF THE PROPELLER AND ENGINE. THE SYSTEM COMPONENTS WERE SENT TO AN AUTHORIZED OVERHAUL FACILITY FOR TESTING. THE PILOTS STATEMENT IS CONSISTENT WITH A FAILED ELECTRICAL SYSTEM AND RESULTING LOW BATTERY CHARGE STATE.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
