THE STUDENT PILOT IN N39494 ADMITTED TO FAA INSPECTORS THAT HE DID PANIC AND FAILED TO FULLY DEPRESS THE BRAKE PEDALS RESULTING IN A COLLISION BETWEEN THE TWO AIRCRAFT.
