## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON OCTOBER 25, 2003 AT 0829 EASTERN DAYLIGHT TIME, AN AEROSTAR INTERNATIONAL INC., RX-8, S/N RX8-3007, N3597H, REGISTERED TO AND OPERATED BY MR. GLENN D. HORTON EXPERIENCED A HARD LANDING OFF HAYTS ROAD, IN THE TOWN OF ENFIELD, TOMPKINS COUNTY, NEW YORK. THE BALLOON WHICH LAUNCHED FROM WILLOWOOD CAMPGROUND OFF ROCKWELL ROAD, IN THE TOWN OF ENFIELD, AT APPROXIMATELY 0807 EST GOT UP INTO THE AIR WITHOUT NO PROBLEMS, HOWEVER AFTER TRAVELING SEVERAL MILES AND CRESTING A HILL, THE PILOT, MR. GLENN D. HORTON, ENCOUNTERED STRONG WINDS. AT THIS POINT HE DECIDED TO LAND, AND AFTER VENTING TO APPROXIMATELY 15 FEET, HE PULLED THE TOP DOWN, RESULTING IN THE HARD LANDING. LOCAL AUTHORITIES RESPONDED AND REPORTED MINOR INJURIES TO TWO OF THE FOUR OCCUPANTS. VISUAL METEOROLOGICAL CONDITIONS PREVAILED AT THE TIME. THE PILOT ALSO REPORTED THAT HE CONTACTED "DUATS" WEATHER SERVICE ON OCTOBER 24, 2003 AT 2130 EST, AND SENT UP THREE HELIUM BALLOONS TO TEST THE WIND DIRECTION AND SPEED. THE AIRCRAFT RECEIVED MINOR DAMAGE, AND THERE WERE TWO SERIOUS INJURIES.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB NYC04LA017](https://openairdocs.org/ntsb/NYC04LA017), Oct 25, 2003: Aerostar RX-8 (N3597H), Ithaca, NY, minor damage. Probable cause: The pilot's excessive descent rate during the execution of a high wind landing. A factor was the high winds.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
