(-23) AIRCRAFT DEPARTED ON RWY 18 WITH WINDS FROM 210 AT 26 KTS GUSTING TO 42 KTS. DURING PREFLIGHT, THE PIC NOTED AND QUESTIONED THE OWNER OF THIS AIRCRAFT IN REGARDS TO WHAT APPEARED TO BE A LOW FUEL CONDITION. THE OWNER TOLD THE PIC THAT THERE WAS ENOUGH FUEL TO FLY AROUND THE TRAFFIC PATTERN FOR A QUICK CHECKOUT, PRIOR TO THE PIC REFUELING AND THEN FLYING THIS AIRCRAFT TO CALIFORNIA. SHORTLY AFTER TAKE-OFF, AND AT APPROXIMATELY 150 FEET AGL, THE RIGHT ENGINE QUIT. THE AIRCRAFT WENT INTO A RIGHT BANK AND SUBSEQUENTLY CRASHED IN A RIGHT WING LOW ATTITUDE AMONGST A WOODED AREA ABOUT 1/4 MILE OFF THE DEPARTURE END OF RWY 18. IT SHOULD BE NOTED THAT POST ACCIDENT INVESTIGATION REVEALED THE GEAR AND FLAPS WERE UP, FUEL SELECTORS WERE BOTH ON MAINS AND WITHIN THE DETENTS, MIXTURES LEANED FOR PEAK PERFORMANCE, AND RIGHT ENGINE/PROP NOT FEATHERED. POST ACCIDENT INVESTIGATION ALSO REVEALED 2 1/2 TO 3 GALLONS FO FUEL REMAINING IN THE RIGHT AUXILIARY TANK AND ALL ADDITIONAL TANKS EMPTY. NO SMELL OF FUEL, OR OBSERVATION OF FUEL SPILLAGE WAS FOUND AT THE ACCIDENT SITE.
