## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON NOVEMBER 1, 2003, AT APPROXIMATELY 1720 CST, CESSNA CE-182, N5555B, WHILE PERFORMING SKYDIVING OPERATIONS, DROPPED JUMPERS FROM 10,000 FEET CONTRARY TO ATC INSTRUCTIONS. LIT ATC PREVIOUSLY INSTRUCTED THE COMMERCIAL PILOT TO DELAY RELEASE OF THE JUMPERS. DURING AN INTERVIEW THE PILOT STATED THAT SHE WAS AWARE OF THE ATC INSTRUCTION TO DELAY THE DROP AND ACKNOWLEDGED HER ERROR. HOWEVER, SHE BELIEVED THAT CONFLICTING INSTRUCTIONS TO SIMPLY NOTIFY ATC WHEN THE JUMPERS WERE AWAY HAD ALSO BEEN ISSUED. A TELEPHONE INTERVIEW WITH LIT ATC, CONFIRMED THE PILOT'S STATEMENT AND ACKNOWLEDGIN CONFLICTING INSTRUCTIONS. ATC AFFIRMED THAT THE LAST INSTRUCTION WAS TO DELAY THE DROP OF THE JUMPERS. THE PILOT WAS THE SOLE OCCUPANT (AFTER THE TWO SKYDIVERS JUMPED) AND DID NOT RECEIVE ANY INJURIES. THE AIRPLANE IS REGISTERED TO CARL COUNTS OF HOT SPRINGS, ARKANSAS. DAY VMC PREVAILED, AND NO FLIGHT PLAN WAS FILED FOR THE 14 CODE OF FEDERAL REGULATIONS PART 91 FLIGHT. THE FLIGHT ORIGINATED AT THE CABBAGE PATCH (A PRIVATE STRIP) AIRFIELD IN THE LITTLE ROCK, ARKANSAS.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
