## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) THE INCIDENT OCCURRED AT AN AIRPORT THAT SUPPORTS BOTH PARACHUTE AND GLIDER OPERATIONS. THE KING AIR WAS RETURNING FROM A PARACHUTE DROP. A GLIDER OPERATED BY THE CIVIL AIR PATROL HAD JUST BEEN AUTO TOWED AND WAS AIRBORNE. THE CAP TOW VEHICLE HAD A DRIVER AND AN OBSERVER. THE OBSERVER REPORTED OVER THE COMMON FREQUENCY THAT THE TOW ROPE WAS DOWN AND CLEAR OF THE RUNWAY. THE OBSERVER WAS WRONG IN HIS ASSESSMENT OF THE POSITION OF THE TOW ROPE. IT WAS NOT COMPLETELY CLEAR OF THE RUNWAY. THE KING AIR LANDED AND DURING ROLLOUT, WHEN ACTUALLY AT TAXI SPEED, THE RIGHT PROP PICKED UP THE TOW ROPE. THE RESULTANT DAMAGE WAS MINOR, CONSISTING OF SMALL SKIN DENTS AND DAMAGE TO ONE OF THE ANTI-ICE BOOTS ON THE PROP. THE CIVIL AIR PATROL HAS PROCEDURES FOR THE TOW VEHICLE TO FOLLOW. THE PROCEDURES WERE FOLLOWED, HOWEVER THE OBSERVER WAS IN ERROR REGARDING THE POSITION OF THE TOW ROPE. THE CAP WAS CONTACTED AND THE SAFETY OFFICER WILL CONDUCT HIS OWN INVESTIGATION. ^PRIVACY DATA OMITTED^

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
