## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) AFTER ARRIVING AT READING REGIONAL AIRPORT (RDG) FOR AN EARLY MORNING FLIGHT, THE PILOT CHECKED WEATHER, FILED AN IFR FLIGHT PLAN AND PRE-FLIGHTED AIRCRAFT. DURING PRE-FLIGHT, THE PILOT WAS TOLD THE AIRCRAFT HAD BEEN KEPT IN THE HANGAR AND FUELED THERE ABOUT TWO HOURS EARLIER DUE TO THE EXTREME COLD AND FALLING SNOW. THE HANGAR DOORS WERE OPEN TO ALLOW THE AIRCRAFT TO ACCLIMATE TO THE COLD. THE PILOT IMMEDIATELY STARTED THE ENGINE AND PROCEEDED TO THE NEAREST TAXIWAY ENTRANCE TO RUNWAY 13. DURING THE ENGINE RUN-UP, ALL SYSTEMS CHECKED OKAY. ON TAKEOFF ROLL AND AFTER LIFT-OFF IN SNOWING CONDITIONS, THE AIRCRAFT STARTED TO SHUDDER AND WOULD NOT CLIMB. THE AIRCRAFT WOULD NOT ACCELERATE BEYOND 110 KNOTS, AND STARTED TO LOS ALTITUDE. THE AIRCRAFT IMPACTED WITH THE GEAR DOWN IN AN OPEN FIELD ABOUT ONE MILE FROM THE DEPARTURE END OF RUNWAY 13. THE ONBOARD RECORDER SHOWED THAT THE FLIGHT LASTED SIX MINUTES AND TEN SECONDS FROM ENGINE START TO THE CRASH. THE RECORDER SHOWED THAT THE ENGINE WAS DEVELOPING FULL POWER AND ALL ONBOARD EQUIPMENT WAS WORKING PROPERLY. PICTURES TAKEN AT THE ACCIDENT SCENE SHOWED MEASURABLE AMOUNTS OF RIME AND CLEAR ICE OVER THE WING FUEL TANKS.
