(-23) ON DECEMBER 14, 2003 AT APPROX. 1300 CST, A HACKNEY VANS RV-6A SINGLE ENGINE HOMEBUILT AIRPLANE, N528DH, WAS SUBSTANTIALLY DAMAGED FOLLOWING A LOSS OF CONTROL DURING TOUCH AND GO LANDINGS FROM RUNWAY 35 AT PANOLA COPUNTY AIRPORT (4F2) NEAR CARTHAGE TEXAS. THE FLIGHT INSTRUCTOR AND PILOT RECEIVING INSTRUCTION WERE FATALLY INJURED. THE DUAL CONTROL TRICYLE GEAR AIRPLANE WAS POWERED BY A 4.3 LGM V-6 FUEL INJECTED ENGINE USING AUTOMOTIVE GASOLINE. THE AIRCRAFT WAS OWNED BY FUNFLYERS, INC. THE PILOT WAS THE SON OF THE PRESIDENT OF THE COMPANY. THE AIRCRAFT HAD BEEN RECENTLY PURCHASED APPROX. ELEVEN DAYS PRIOR TO THE ACCIDENT AND THE PURPOSE OF THE FLIGHT WAS TO RECEIVE FLIGHT INSTRUCTION. PILOT WITNESSES REPORTED THAT THE AIRCRAFT WAS PERFORMING TOUCH AND GO'S AND LAST UNICOM TRANSMISSION PRIOR TO THE ACCIDENT STATED THAT THEY WERE ESTABLISHED DOWNWIND FOR RUNWAY 35. GROUND WITNESSES REPORTED SEEING THE AIRCRAFT TOUCH DOWN ON THE RUNWAY IN WHAT WAS DESCRIBED AS "A NICE LANDING". THE KEY EYEWITNESS STATED THAT HIS NEXT OBSERVATION OF THE AIRCRAFT WAS ON CLIMB OUT AT ABOUT 300-400 FEET, WINGS LEVEL, PARALLEL TO THE RUNWAY ON A SOUTHEAST HEADING. HE THEN OBSERVED THE AIRCRAFT BANK TOTHE RIGHT AT APPROX. A 25 DEGREE ANGLE IN A DESCENT OF APPROX 30 DEGREE ANGLE PRIOR TO IMPACT. HE ALSO STATED THAT HE BELIEVES HE SAW THE NOSE COME UP PRIOR TO IMPACT. INVESTIGATION AT THE ACCIDENT SITE BY THE IIC REVEALED THAT THE AIRCRAFT APPEARED TO IMPACT THE GROUND AT A SHALLOW ANGLE OF DESCENT, ALMOST FLAT AND THEN BOUNCED TO ITS FINAL RESTING PLACE CLOSE TO THE IMPACT SITE ON A HEADING OF APPROX. 185 DEGREES. THE IMPACT SITE WAS N32.10.992, W9417.872. THE PROPELLER WAS FOUND NEAR THE WRECKAGE, ONE BLADE STUCK IN THE GROUND AT 32.10.989, W94.17.861. THE RECENT PROPELLER BALANCING DATA SCRIBED IN CHALK WAS STILL UNDISTURBED ON THE BLADE OPPOSITE THE ONE IN THE GROUND HAD HAD NO INDICATION OF GROUND IMPACT. THE END OF RUNWAY 35 WAS N32.10.896, W94.17.945.
