(-23) AFTER A NORMAL TAXI, AND RUN UP THE PILOT TOOK OFF ON RUNWAY 28 WITH THE PLAN TO STAY IN THE PATTERN FOR A COUPLE OF TAKEOFFS AND LANDINGS. WHILE ON FINAL APPROACH THE PILOT STATED THAT THE AIRCRAFT WOULD NOT IDLE BELOW 900 RPM AND THE AIRSPEED WAS HIGHER THAN USUAL. THE LANDING WAS LONG, AND FAST. THIS RESULTED IN A BOUNCED LANDING. WHILE TAXIING BACK TO THE DEPARTURE END, THE PILOT REPORTED THAT THE AIRCRAFT STILL WOULD NOT IDLE BELOW 900 RPM. THE AIRCRAFT WAS TAXIED BACK TO THE RAMP WHERE ^PRIVACY DATA OMITTED^AIRPORT OWNER AND AIRCRAFT MECHANIC, AS WELL AS ^PRIVACY DATA OMIT^ THE AIRCRAFT OWNER, STARTED THE ENGINE AND CONFIRMED THAT THE HIGH IDLE SPEED PROBLEM STILL EXISTED. THE ENGINE COWLING WAS REMOVED TO DETERMINE THE HIGH ENGINE IDLE SPEED PROBLEM. DURING THIS INVESTIGATION DAMAGE WAS NOTED TO ONE TIP OF THE PROPELLER BLADE. THE PILOT STATED THAT A VARIABLE DIRECTION CROSSWIND EXISTED AT THE TIME OF THE LANDING, WITH THE WINDS FROM 210 @ 8-10 KNOTS AS REPORTED BY THE BRADLEY INTERNATIONAL AIRPORT, (BDL) AUTOMATED SURFACE OBSERVATION SYSTEM.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
