## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) PIC REPORTED KBMT IN SIGHT AND CANCELLED IFR CLEARANCE ON VOR/DME 13 APPROACH. AIRCRAFT STRUCK STATIC WIRES ON TOP OF POWERLINE, THEN IMPACTED GROUND AND CARTWHEELED INTO A GULLEY. THE AIRCRAFT WAS DESTROYED IN POST IMPACT FIRE. (-23 AMENDMENT) THE TOXICOLOGY TEST REPORT ON MR. VISE INDICATED POSITIVE FOR TWO MEDICATIONS THAT ARE NOT RECOMMENDED BEFORE FLYING. CHLORPHENIRAMINE, AN ANTIHISTAMINE, AND NORTRIPTYLINE, AN ANTIDEPRESSANT. THE USE OF NORTRIPTYLINE WOULD HAVE PRECLUDED MEDICAL CERTIFICATION HAD IT BEEN REPORTED. A REVIEW OF PAST APPLICATIONS BY THE REGIONAL FLIGHT SURGEONS OFFICE INDICATE THAT MR. VISE FAILED TO REPORT THE MEDICATIONS TO THE FAA.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB FTW04FA054](https://openairdocs.org/ntsb/FTW04FA054), Jan 3, 2004: Piper PA-32R-301 (N396HP), Beaumont, TX, destroyed, 2 fatal. Probable cause: The flight instructor's failure to maintain clearance with a static line. Contributing factors were the low cloud ceiling weather conditions and night light conditions.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
