## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) DURING TAKEOFF ON RUNWAY 28R AT FCM THE PILOT STATED THE ENGINE SHUDDERED AND LOST POWER. HE OPTED TO MOVE POWER LEVER TO IDLE AND LAND. PILOT DID NOT HAVE TIME TO EXTEND THE LANDING GEAR. AIRCRAFT LANDED GEAR UP AND SLID OFF END OF RUNWAY 28R. INVESTIGATION REVEALED SUBSTANTIAL DAMAGE TO AIRCRAFT BELLY. THE PROP GOVENOR AND OVERSPEED GOVENOR WERE REMOVED AND SENT TO NTSB FOR EXAMINATION. THE NTSB REPORTED THE OVERSPEED GOVENOR APPEARED TO HAVE BEEN ADJUSTED AND WAS OUT OF LIMITS. THE PROP GOVENOR ALSO APPEARED TO BE OUT OF ADJUSTMENT. IT COULD NOT BE DETERMINED THROUGH REVIEW OF THE MAINTENANCE RECORDS WHEN THE ADJUSTMENTS HAD BEEN DONE.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.
