## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) AFTER TAKEOFF THE PILOT NOTICED THE RUNWAY WAS VERY ICY AND HAD SNOW DRIFTS. HE ATTEMPTED TO LAND THE AIRCRAFT AT THE RUNWAY THRESHOLD AND ROLL OUT WITHOUT USING BRAKES. PILOT LANDED HARD SEPARATING THE RIGHT MAIN LANDING GEAR FROM THE AIRCRAFT WHICH CAUSED THE AIRCRAFT TO EXIT THE RUNWAY INTO A SNOW BANK. THE PILOT STATED HE HAD THREE CHILDREN IN THE BACK SEAT AND ONE PASSENGER IN THE FRONT. THE AIRCRAFT IS LIMITED TO 2 REAR PASSENGERS. THE PILOT PERMITTED EXCESSIVE PASSENGER TO OCCUPY THE REAR SEATS CAUSING CHILD/PASSENGER ENDANGERMENT BY NOT HAVING ENOUGH SEAT BELTS FOR ALL REAR PASSENGERS.
