## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) PILOT DEPARTED RUNWAY 34, ASHEVILLE REGIONAL AIRPORT (AVL) IN VFR CONDITIONS ON IFR FLIGHT PLAN TO KHEG AND NOTICED AT ABOUT 3700 FEET ON CLIMB OUT THAT HE COULD NOT TRANSMIT. HE THEN SQUAWKED 7700 DECLARING AN EMERGENCY AND MADE A DOWN WIND TURN BACK TO RUNWAY 34 TO LAND. THE PILOT FAILED TO SEE THE RED LIGHT SIGNAL FROM AVL TOWER GIVEN BECAUSE OF NO LANDING GEAR DOWN AND ALSO DID NOT HEAR THE TOWER COMMUNICATION VIA THE RADIO THAT THE GEAR WAS NOT DOWN. HE CONTINUED HIS APPROACH TO RUNWAY 34 AND LANDED GEAR UP WITHOUT LANDING CLEARANCE FROM THE TOWER. THE AIRCRAFT HAD MINOR DAMAGE AND THE PILOT WAS NOT INJURED. THE NTSB WAS CONTACTED AND NTSB INSPECTOR, ^PRIVACY DAT^, DECLINED PARTICIPATION BASED ON MINOR DAMAGE. THE AIRCRAFT WAS THEN REMOVED FROM THE RUNWAY AND TRANSPORTED BY TRAILER TO ASHEVILLE JET FBO.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
