(-23) PILOT REPORTED A DECREASE IN POWER EVEN AFTER SWITCHING TO HIS ELECTRIC FUEL PUMP. PILOT REQUESTED A VECTOR TO MINDEN AIRPORT, BUT COULD NOT HOLD ALTITUDE. PILOT ELECTED TO LAND WESTBOUND ON INTERSTATE 20 (I-20 AT EXIT 38) AND DEPARTED TO THE SHOULDER FOR CLEARANCE FROM TRAFFIC. POST FLIGHT INSPECTION SHOWED ADEQUATE FUEL IN BOTH TANKS.
