## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) PILOT WAS PERFORMING FULL STALL LANDING ON RUNWAY 9 AT EVELETH, MN (KEVM). AIRCRAFT STARTED LH TURN UPON RUNWAY CONTACT AND DEPARTED PAVEMENT INTO SNOW PACK. AIRCRAFT OVERTURNED CAUSING DAMAGE TO PROPELLER, CANOPY AND NON-STRUCTURAL UPPER 3 INCHES OF VERTICAL STABILIZER. NO OTHER DAMAGE NOTED AND PILOT, THE SOLE OCCUPANT OF THE AIRCRAFT, WAS NOT INJURED DURING THE EVENT. PILOT SUSPECTED FROZEN WHEEL BRAKE AND INSPECTION REVEALED MODERATE FLAT SPOT ON LH TIRE. WHEEL PANTS WERE INSTALLED ON THE AIRCRAFT DURING ORIGINAL ASSEMBLY AND NOT REMOVED FOR WINTER OPERATION. PILOT STATED THAT HE WOULD NOT HAVE BEEN ABLE TO ASSESS ANY ACCUMULATING ICE OR SNOW DURING TAXI. DISCUSSED POSSIBILITY OF REMOVAL OF WHEEL PANTS FOR WINTER OPERATIONS TO FACILITATE INSPECTION OF WHEELS AND WHEEL BRAKE ASSEMBLIES AND TO PRECLUDE FROZEN CONTAMINATES FROM BEING RETAINED WITHIN WHEEL PANT ENCLOSURE.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
