## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) THE FLYING PILOT AT THE TIME OF THE ACCIDENT WAS THE SECOND-IN-COMMAND (SIC), ^PRIVACY DATA OMITTED^. ^PRIVACY DATA OMITTED^ HAD RECEIVED A 14 CFR, PART 135.293 & 135.299 PROFICIENCY/LINE CHECKRIDE THE SAME DAY AND JUST PRIOR TO THE ACCIDENT. A PNSA CHECK-AIRMAN, GUY MORGAN, WAS OBSERVING ^PRIVACY DATA OMITTED^ FROM THE RIGHT SEAT OF THE COCKPIT, WHILE ^PRIVACY DATA OMITTED^ CONDUCTED INITIAL OPERATING EXPERIENCE (IOE). THE ACCIDENT HAPPENED DURING THE SIC'S FIRST IOE FLIGHT. THE FLIGHT WAS DISPATCHED AS A 14 CFR, PART 135 COMMUTER FLIGHT FROM UNALASKA AIRPORT, TO AKUTAN, AND BACK. THERE WERE SEVEN PASSENGERS ONBOARD. UPON LANDING BACK AT UNALASKA, THE SIC LOST DIRECTIONAL CONTROL OF THE AIRCRAFT. THE LEFT GEAR LEG COLLAPSED, FOLLOWED BY SEPARATION OF A WING FLOAT, ALLOWING THE WING TO MAKE CONTACT WITH THE RUNWAY, RESULTING IN SUBSTANTIAL DAMAGE TO THE WING, HULL BOTTOM, AND RIGHT SIDE FUSELAGE. THERE WERE NO INJURIES. AT THE TIME OF THE ACCIDENT THE SIC HAD A TOTAL OF 3.8 HRS IN MAKE & MODEL, 3.8 HRS IN THE LAST 90 DAYS, AND ONLY THREE PREVIOUS LANDINGS IN THE AIRCRAFT. THE CHECK-AIRMAN OBSERVING THE FLIGHT HAD A CONTROL YOKE AND RUDDER PEDALS BUT NO BRAKES. THUS, HE DID NOT HAVE A FULLY FUNCTIONING SET OF CONTROLS.
