## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) WITNESS STATEMENT: GARY PHILLIPS AND LARRY WRIGHT BOTH WITNESSED THE ACCIDENT FROM THE PERSPECTIVE OF THE NDOT HANGAR PARKING LOT @ CLOSE TO 0700. THE AIRCRAFT APPEARED TO BE ON A LOW OR FLAT APPROACH, APPEARED TO BOUNCE OR START A GO-AROUND, DRIFTED LEFT (SOUTH OF THE 27 CENTERLINE) WITH HIS WINGS RELATIVELY FLAT (UNCOORDINATED, LEFT YAW WITH POWER?). HE WAS OR BECAME AIRBORNE AFTER LEAVING THE RUNWAY, HAD SOME PITCH OCILLATIONS, LOOKED BEHIND THE POWER CURVE, BEGAN TO GET THE NOSE BACK DOWN, WENT AIRBORNE ACROSS THE TAXIWAY, AIRPORT PROPERTY, APPEARED TO CLEAR THE BOUNDARY FENCE (SOUTH SIDE), STAGGERED OVER THE GRAVES LAND EXTENSION, SHEARED THE TOP OFF OF SOME MEDIAN TREES (4-6 FT), CROSSED OVER THE EASTBOUND LANES, HIT THE SOUND WALL NEAR THE TOP, CAME TO REST ON THE TOP OF THE WALL AND IN A TREE IN A YARD ON THE SOUTH SIDE OF THE WALL. WE CALLED 911, GRABBED A FIRE EXTINGUISHER AND HEADED TO THE SCENE. FOUND PEOPLE ALREADY TALKING TO THE PILOT ON THE OTHER SIDE OF THE WALL, CLEARED SOME BRANCH DEBRIS OUT OF THE INSIDE EASTBOUND LANE, AND MOVED THE NOSE (I THINK) GEAR ASSEMBLY FROM THE SAME LANE TO THE MEDIAN. IT APPEARED TO HAVE SHEARED OFF AT THE SOUND WALL AND BOUNCED BACK. WE LEFT AFTER THE FIRE & RESCUE GUYS ARRIVED. WE ALSO LOOKED AT THE MARKS AT THE APPROACH END OF RUNWAY 27. IT APPEARED HE MAY HAVE TOUCHED DOWN EARLY (25-40 FEET) BEFORE THE THRESHOLD OF THE RUNWAY, POSSIBLY BOUNCED OR ADDED POWER, YAWED LEFT, TOUCHED DOWN AGAIN TO THE SOUTH SIDE OF THE RUNWAY WHERE HE LEFT (APPARENTLY) TWO MAIN GEAR TRACKS IN THE DIRT AND THEN A GOUGE FROM WHAT MAY HAVE BEEN THE TAIL SKID. ## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.
