(-23) WHILE ENROUTE FROM BYI TO OR81 AIRCRAFT CRASHED ON THE 106 RADIAL 33 NM OF UBG IN MOUNTAINOUS TERRAIN. AT THE TIME OF THE CRASH CONVECTIVE SIGMET 4W WAS IN EFFECT. THUNDERSTORMS WERE FORECAST WITH TOPS TO FL390. ICING WAS FORECAST FOR THE ENTIRE ROUTE. THE FREEZING LEVEL AT THE DEPARTURE POINT WAS AT APPROXIMATELY 10,000 MSL. IN THE VICINITY OF THE CRASH THE FREEZING LEVEL WAS AROUND 7,000 MSL. BASED UPON THE RADAR TRACK INFORMATION PROVIDED BY ATC AND THE WEATHER INFORMATION PROVIDED BY FLIGHT SERVICE IT APPEARS THAT THE PILOT WAS MANEUVERING TO AVOID WEATHER, EITHER ENCOUNTERED ICING CONDITIONS AND/OR LOST CONTROL OF THE AIRCRAFT, ENTERED A STALL/SPIN AND CRASHED.
