## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON JULY 1, 2004, ANDREW PETERS REPORTED THAT, DURING AN INSTRUCTIONAL FLIGHT WITH STUDENT PILOT ALAN LAWLESS ON JUNE 6, 2004 AT A PRIVATE AIRSTRIP LOCATED AT EAST 13501 45TH STREET NORTH, THE GLIDER'S APPROACH PATH WAS TOO LOW TO REACH THE RUNWAY, IMPACTED A ROADWAY, AND STRUCK A PLASTIC PVC FENCE. LAWLESS ADVISED THAT PETERS WAS DEMONSTRATING AN APPROACH TO LANDING WITH THE SPEED BRAKES FULLY DEPLOYED. RESULTS OF THE INVESTIGATION INDICATES PETERS FAILED TO RETRACT THE SPEED BRAKES SOON ENOUGH WHEN AIRSPEED DETERIORATED. MR. PETERS STATED THAT DAMAGE TO THE GLIDER WAS MINIMAL AND WAS NOT REQUIRED TO BE REPORTED PER USB NTSB 830.5. THIS OFFICE LEARNED OF THE INCIDENT AFTER MR. PETERS ADVISED WILLIAM HOYER, CESSNA EMPLOYEE FLYING CLUB MANAGER AND CHIEF PILOT/AVIATION SAFETY COUNSELOR. MR. HOYER IN-TURN NOTIFIED THIS OFFICE AS A RESPONSIBILITY OF HIS POSITION AS AN AVIATION SAFETY COUNSELOR.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
