## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON AUGUST 30, 2004, ABOUT 1737 PACIFIC DAYLIGHT TIME, A ROCKWELL INTERNATIONAL 112TCA, N44MH, EXPERIENCED A TOTAL LOSS OF ENGINE POWER DURING INITIAL CLIMB FROM A PRIVATE AIRSTRIP ABOUT 3 MILES NORTH OF SAN RAFAEL, CALIFORNIA. THE PILOT MADE A FORCED LANDING IN A MARSHY AREA OF THE MCINNIS PARK. THE AIRPLANE NOSED OVER UPON TOUCHDOWN AND WAS SUBSTANTIALLY DAMAGED IN 2-3 FEET OF WATER. ^PRIVACY DATA OMITTED^ FAA INSPECTORS OBSERVED THE FUEL PUMP SWITCH IN THE (OFF) POSITION. THE PILOT INDICATED HE TURNED OFF THE FUEL BOOST PUMP PRIOR TO TAKE OFF. THE PILOT'S OPERATING HANDBOOK SECTION 4 PAGE 4-8 NORMAL TAKEOFF PROCEDURES STATES "FUEL PUMP SWITCH-NO". INSPECTION OF UPPER SPARK PLUG CONFIRM FUEL STARVATION.
