## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) PILOT HAD DIFFICULTY READING BACK AMENDED CLEARANCE MBS REPORTED THAT HE DID NOT HAVE INSTRUMENT RATING BASED ON ISIS DATA BASE SEARCH. INVESTIGATION SHOWED THAT PILOT RECEIVED HIS INSTRUMENT RATING ON 8/5/2004, AND FILE HAS NOT BEEN PROCESSED BY AIRMAN RECORDS YET SO IT IS NOT REFLECTED IN ISIS DATA BASE. AIRCRAFT HAD IFR CERTIFIED GPS DATA BASE. PILOT HAD DIFFICULTY FINDING INTERSECTION AS IT IS LOCATED ON THE SEAM BETWEEN CHARTS. PILOT COUNSELED ON BETTER PREFLIGHT PLANNING AND COCKPIT ORGANIZATION, AND REFERRED TO SAFETY PROGRAM MANAGER, FOR SAFETY SEMINAR LOCATIONS.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
