## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) ON SUNDAY, SEPTEMBER 12, 2004 AT APPROXIMATELY 1300 LOCAL TIME, A RANS S-12 AIRCRAFT, BEARING REGISTRATION NUMBER N195CB AND OPERATING UNDER 14 CFR PART 91, ON A LOCAL PLEASURE FLIGHT, IMPACTED TERRAIN IN THE TOWN OF SENECA, NY. THE FLIGHT WAS CONDUCTED UNDER VISUAL FLIGHT RULES AND THE AIRCRAFT DEPARTED FROM A PRIVATE TURF AIRFIELD THAT WAS OWNED BY THE PILOT. ACCORDING TO WITNESSES, THE AIRCRAFT HAD JUST COMPLETED A GO AROUND AND WAS CLIMBING TOWARD THE NORTHWEST WHEN THE AIRCRAFT PITCHED DOWN AND IMPACTED A BEAN FIELD IN A NOSE LOW ATTITUDE WITH A "WHITE TAIL STREAMING BEHIND IT." THE AIRCRAFT WAS DESTROYED BY A POST-CRASH FIRE AND THE PILOT WAS FATALLY INJURED. DURING AN EXAMINATION OF THE WRECKAGE, FAA INSPECTORS ESTABLISHED CONTINUITY OF THE FLIGHT CONTROLS. FOLLOWING A TELEPHONE CONVERSATION WITH THE NTSB, THE WRECKAGE WAS RELEASED TO THE FAMILY.

## The NTSB's investigation of this event (1)

From the NTSB's public API. Aircraft are matched to registry aircraft by N-number and event date, checked against the reported serial number, make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model.

- [NTSB IAD04LA046](https://openairdocs.org/ntsb/IAD04LA046), Sep 12, 2004: Scott Rans S-12 (N195CB), Seneca, NY, destroyed, 1 fatal. Probable cause: The student pilot's failure to maintain airspeed above stall speed, which resulted in an inadvertant stall/spin. A factor in the accident was the pilot's lack of pilot certification.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
