## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) WHEN PIC WAS WITHIN 8 NM OF DESTINATION (MKC), HE INDICATED TO ATC THAT HE WOULD HAVE TO DIVERT DUE TO TURBULENCE & HIGH WINDS. EVENTUALLY, PIC PROCEEDED TO IXD, WHERE HE ENTERED A RIGHT BASE FOR A LANDING ON RUNWAY 04. THE LAST RADAR RETURN DEPICTED THE AIRCRAFT SOUTH OF THE EXTENDED CENTERLINE. PIC STATED THAT HE INCREASED POWER TO GO-AROUND, AND THE ENGINE(S) DID NOT RESPOND. N408TE IMPACTED TERRAIN ON THE AIRPORT BETWEEN RUNWAYS 17/35 AND 04/22. FLAPS WERE AT 15 DEGREES AND THE LANDING GEAR WAS EXTENDED. GROUND SCARS INDICATE N408TE WAS HEADING 090 DEGREES AND SLIGHTLY RIGHT WING LOW. POST-ACCIDENT INVESTIGATION FOUND BOTH FUEL VALVES SELECTED TO THE AUXILIARY TANKS. THE RIGHT AUXILIARY TANK CONTAINED APPROXIMATELY 1/2 GALLON OF FUEL; THE LEFT AUXILIARY TANK CONTAINED APPROXIMATELY 1.2 GALLONS. ACCORDING TO THE CE-401 BEFORE-LANDING CHECKLIST, THE FUEL VALVES SHOULD BE SELECTED TO THE MAIN TANKS FOR TAKEOFF AND LANDING. THE RIGHT MAIN TANK CONTAINED APPROXIMATELY 27 GALLONS OF FUEL; THE LEFT MAIN TANK SUSTAINED DAMAGE THAT ALLOWED THE FUEL TO LEAK OUT.
