## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) THE STUDENT PILOT IN THE CESSNA WAS RETURNING TO THE EYQ AIRPORT ON HIS FIRST SOLO CROSS COUNTRY FLIGHT AND SAID HIS "ANXIETY LEVEL WAS MAXED OUT" BECAUSE HE WAS "TOTALLY LOST". AFTER LANDING ON RUNWAY 33 AT THE IWS AIRPORT, EYEWITNESS REPORTS AND SECURITY SURVEILLANCE VIDEO AT THE IWS AIRPORT SHOWS THAT THE STUDENT PILOT WAS TAXIING THE CESSNA (HEADING 150 DEGREES) ON THE FBO PARKING RAMP AT 15.78 MPH WHEN THE CESSNA STRUCK AN UNOCCUPIED PILATUS PC-12-45 TURBOPROP AIRPLANE WHICH WAS PARKED ON THE RAMP (HEADING 240 DEGREES). THE LEFT WINGTIP OF THE CESSNA STRUCK THE PILATUS JUST BELOW THE CO-PILOT'S WINDSHIELD, THE LEADING EDGE OF THE CESSNA LEFT WING THEN STRUCK THE PROPELLER OF THE PILATUS AND THE IMPACT PULLED THE CESSNA AROUND TO A FINAL RESTING HEADING OF 030 DEGREES WITH THE LEFT WING LEADING EDGE STILL IN CONTACT WITH THE PILATUS PROPELLER AND THE PROPELLER OF THE CESSNA LESS THAN 12 INCHES FROM THE FORWARD FUSELAGE OF THE PILATUS. THE FBO LINEMAN WHO ARRIVED AT THE PILOT'S DOOR WITHIN LESS THAN 60 SECONDS SAID THAT THE ENGINE "WAS STILL RUNNING AT FULL RPM" UNTIL HE YELLED AT THE CESSNA PILOT TO "SHUT IT DOWN". NO INJURIES--SUBSTANTIAL DAMAGE TO THE CESSNA--UNKNOWN DAMAGE TO THE PILATUS.
