## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) YALE MOULIN, PILOT, TOLD ME THAT HE AND HIS WIFE WERE RETURNING TO PLACERVILLE, CA (PVF) FROM VAN NUYS, CA (VNY). MR. MOULIN SAID THAT WHILE ATTEMPTING TO LAND AT PVF, RUNWAY 23, THE AIRCRAFT WANTED TO "JUST FLOAT". MR. MOULIN TOUCHED DOWN WELL PAST THE HALF-WAY POINT OF THE RUNWAY. MR. MOULIN SAID THAT AFTER TOUCHING DOWN, HE APPLIED THE BRAKES BUT IT SEEMED THEY WERE NOT WORKING AND THE NEXT THING HE KNEW, THE AIRCRAFT WAS OFF THE END OF THE RUNWAY UPSIDE DOWN. THE AIRCRAFT LEFT APPROXIMATELY 500 FT. OF SKID MARKS ON THE END OF RUNWAY AND THE DIRT APRON PAST THE RUNWAY BEFORE GOING OVER THE EMBANKMENT AT THE DEPARTURE END OF 23. THE AIRCRAFT CAME TO REST INVERTED ABOUT 35 FEET DOWN THE EMBANKMENT. A WITNESS, ^PRIVACY DATA OMI^ SAID THAT IT APPEARED TO HIM THAT MR. MOULIN WAS "GOING AROUND" BECAUSE HE WAS HIGH DURING HIS FINAL APPROACH. MR. MOULIN AND HIS WIFE SUFFERED ONLY MINOR INJURIES. THIS REPORT WILL BE AMENDED AS MORE INFORMATION BECOMES AVAILABLE. MAINTENANCE RECORDS WERE NOT AVAILABLE AT THIS TIME.
