## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) PILOT DEPARTED WILKES-BARRE/SCRANTON INTERNATIONAL AIRPORT (AVP) ON AN INSTRUMENT FLIGHT TO BINGHAMTON/GREATER BINGHAMTON/EDWIN A. LINK FIELD (BGM). ON AN INSTRUMENT APPROACH TO ILS RUNWAY 34 AT BGM, THE PILOT DESCENDED BELOW DECISION HEIGHT AND WAS NOT ALIGNED ON THE ILS APPROACH. PILOT IMPACTED SOME TREES, CAUSING SUBSTANTIAL DAMAGE TO THE AIRCRAFT. THE PILOT THEN CLIMBED HIS AIRCRAFT AND PROCEEDED TO AVP. PILOT DID NOT DECLARE AN EMERGENCY, AND LANDED AT AVP WITHOUT INCIDENT. THE ROCHESTER FSDO WILL BE HANDLING THE ENFORCEMENT ACTION IN THIS CASE.

## The NTSB's investigation of this event (1)
