(-23) LEFT MAIN GEAR FAILURE UPON LANDING. ATC NARRATIVE: ALL TIMES ARE UTC. N277JD, A CESSNA 310, CALLED BILLINGS (BIL) GROUND CONTROL AT 1658 REQUESTING TO TAXI. THE PILOT ADVISED THAT HE WOULD BE OPERATING VFR TO THE NORTH PRACTICE AREA. TEN MINUTES LATER, THE PILOT CALLED LOCAL CONTROL (LC) READY FOR TAKEOFF. LC ISSUED A TAKEOFF CLEARANCE FOR RUNWAY 28R. AT 1711, N277JD CONTACTED THE RADAR NORTH (RN) POSITION. AT 1727, THE PILOT REQUESTED A FREQUENCY CHANGE TO TALK TO MAINTENANCE PERSONNEL AT THE AIRCRAFT'S FBO. SIX MINUTES LATER, THE PILOT REQUESTED TO RETURN TO BIL TO EXECUTE A LOW APPROACH SO THAT MAINTENANCE PERSONNEL COULD SEE IF THE LANDING GEAR WERE EXTENDED. THE AIRCRAFT EXECUTED TWO LOW APPROACHES, ONE AT 1746, THE OTHER AT 1802. BOTH TIMES, LC REPORTED THAT THE GEAR APPEARED FULLY EXTENDED BUT THE LEFT GEAR DOOR WAS STUCK AT A 45 DEGREE ANGLE. THE PILOT SUBSEQUENTLY DEPARTED NORTH TO BURN OFF FUEL FOR APPROXIMATELY 30 MINUTES. AT 1818, THE PILOT REQUESTED TO PROCEED INBOUND FOR RUNWAY 25 AT BIL. AT 1821, THE AIRCRAFT REPORTED ON THE LC FREQUENCY AND DECLARED AN EMERGENCY. FIVE MINUTES LATER, LC CLEARED THE AIRCRAFT TO LAND ON RUNWAY 25. AIRPORT RESCUE AND FIREFIGHTINGEQUIPMENT AND PERSONNEL WERE STANDING BY NEXT TO THAT RUNWAY. AT 1828, N277JD LANDED ON RUNWAY 25. AT THE INTERSECTION OF TAXIWAY A, THE LEFT MAIN GEAR COLLAPSED. From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
