## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) CLEARED FOR T.O. - ABORTED T.O. DUE TO FLIGHT CONTROL MALFUNCTION. INSPECTOR STATEMENT: ON JUNE 7, 2005, I EXAMINED A BAC 167, JET PROVOST, N399WH, THAT WAS INVOLVED IN AN ACCIDENT ON 05-15-2005 AT BOCA RATON AIRPORT. THE RESULTS OF THE EXAMINATION REVEALED THAT THE ELEVATOR WAS FULLY MOVEABLE THROUGHOUT ITS TRAVEL BUT IT WAS VERY STIFF. THE RUDDER WAS MOVED AND IT WAS EXTREMELY HARD TO MOVE IN EITHER DIRECTION. IT SHOULD BE NOTED THAT WHEN THE ELEVATOR WAS MOVED THE RUDDER WOULD ALSO MOVE AND THE SAME WAS TRUE WHEN THE RUDDER WAS MOVED THE ELEVATOR WOULD ALSO MOVE. IT IS RECOMMENDED THAT FURTHER EXAMINATION OF THE ELEVATOR/RUDDER CONTROL SYSTEM BE ACCOMPLISHED IN ORDER TO DETERMINE WHAT EXACTLY IS THE CAUSE OF THE CONTROL SYSTEM BINDING. THE NTSB INVESTIGATOR IN CHARGE OF THE ACCIDENT SAID THAT NO FURTHER EXAMINATION OF THE AIRCRAFT WOULD NEED TO BE CONDUCTED.
