## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) PILOT DEPARTED IFR ON RUNWAY 21 AT CHARLES B. WHEELER DOWNTOWN AIRPORT, KANSAS CITY, MISSOURI, AT 0530 CDT ON 06/30/2005. THE PURPOSE OF THE FLIGHT WAS TO TRANSPORT CARGO TO WICHITA MIDCONTINENT AIRPORT (KICT), WICHITA, KANSAS. THE PILOT BACK TAXIED THE AIRCRAFT TO THE END OF RUNWAY 21. HE CONDUCTED THE PRETAKEOFF CHECKS WHILE HOLDING IN POSITION AT THE DISPLACED LANDING THRESHOLD. THE CONTROLLER ANNOUNCED THE WINDS FROM 340 DEGREES AT 6 KNOTS AND CLEARED SAFEWING FLIGHT 725 FOR TAKEOFF. AFTER LIFT-OFF THE AIRCRAFT CLIMBED TO APPROXIMATELY 50 FEET AND THEN SLOWLY DESCENDED, CAUSING IT TO IMPACT THE AIRPORT BOUNDARY FENCE, ROAD, AND LEVEE ON THE SOUTH SIDE OF THE AIRPORT. THE AIRCRAFT CAME TO REST ON THE SOUTH SIDE OF THE LEVEE. THE PILOT STATED THAT HE DID NOT EXPERIENCED A LOSS OF POWER BUT FELT THAT THE AIRCRAFT WAS BEING PUSHED DOWN. HE ALSO STATED THAT THE AIRCRAFT AIRSPEED WAS APPROXIMATELY 85 KNOTS JUST PRIOR TO THE IMPACT.

## The NTSB's investigation of this event (1)
