## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) WHILE PERFORMING A WHEEL-LANDING ON RUNWAY 28, PILOT OBSERVED WIND SOCK TO INDICATE CALM WIND. THE PILOT REPORTED THAT HE HAD CONDUCTED A SIMILAR FLIGHT IN THIS AIRCRAFT A VERY SHORT TIME BEFORE THIS ONE. DURING THE PREVIOUS FLIGHT AND DURING THIS FLIGHT, THE AIR TRAFFIC CONTROL TOWER HAD BEEN REPORTING WINDS VARIABLE IN DIRECTION, BUT NOT MORE THAN 10 KNOTS IN SPEED. AS THE PILOT ATTEMPTED TO LOWER THE TAIL WHEEL, AFTER THE AIRSPEED DECREASED BELOW 40 KNOTS, THE TAIL WHEEL BEGAN TO RISE. THE TAIL WHEEL CONTINUED TO RISE UNTIL THE PROPELLER STRUCK THE RUNWAY. THE PILOT REPORTED THAT HE CONTINUED TO PULL THE CONTROL STICK ALL THE WAY BACK TO STOP THE TAIL FROM RISING BUT THAT THIS HAD NO EFFECT. THE AIRSPEED WAS BELOW 40 KNOTS AND DECELERATING WHEN THE PROPELLER STRUCK THE RUNWAY. THE PILOT REPORTED THAT A GUST OF WIND BLEW FROM BEHIND THE AIRCRAFT, WHICH CAUSED THE TAIL TO RISE WITHOUT REGARD TO THE ELEVATOR POSITION.

From the FAA Accident/Incident Data System. Reports are matched to registry aircraft by N-number and event date, checked against the reported make and model; the registry's history has gaps, so older matches can be wrong. Compare the reported make and model. For accidents, the NTSB's own investigation is the fuller record.
