PILOT REQUESTED A DIVERSION TO OTM AND WAS APPROVED BY CHICAGO CENTER FOR AN ILS APPROACH TO RUNWAY 31 AT OTM. THE PILOT DID NOT DECLARE AN EMERGENCY TO CHICAGO CENTER. AT THE TIME OF THE ACCIDENT, THE CURRENT ASOS AT OTM WAS REPORTING FOG WITH LESS THAN 1/4 MILE VISIBILITY AND INDEFINITE CEILING.
