## Narrative

As the FAA filed it, in capitals; the FAA replaces private details with ^PRIVACY DATA OMITTED^.

(-23) AT CRUISE ON THE RETURN TRIP FROM ORANGE CITY, IA THE ENGINE ACTED AS THOUGH IT WAS GOING TO QUIT RUNNING. THE PILOT TOLD ATC THAT THEY WERE HAVING ENGINE PROBLEMS AND REQUESTED VECTOR TO THE NEAREST AIRPORT (KANKAKEE). ON APPROACH THE ENGINE BEGAN RUNNING ROUGH AGAIN, THEN SMOOTHED OUT. THE LANDING GEAR WAS LOWERED ON DOWNWIND, THE NOSE GEAR LOCKED DOWN, BUT THE MAIN GEAR WOULD NOT EXTEND TO THE LOCKED POSITION. THE PILOT ATTEMPTED TO HAND PUMP THE MAIN GEAR DOWN, BUT AFTER A FEW STROKES THE HAND PUMP WENT LIMP. THE PILOT SELECTED FLAPS FOR LANDING BUT NOTHING HAPPENED. THE PILOT EXECUTED A NO FLAP LANDING, HOWEVER AS SPEED BLED OFF, THE RIGHT HORIZONTAL STABILIZER CAME IN CONTACT WITH THE GROUND, DAMAGING IT AND THE RIGHT ELEVATOR. THERE WERE NO INJURIES.
